Employee instruction delivery on role assignment

Purpose

Automatically delivers an instruction document to the employee when a new role is assigned. The primary delivery channel is the Odoo Discuss internal message (works without an outgoing mail server configured). An activity task with a read-by deadline is also created. If an outgoing mail server is configured, an optional email is sent in addition to the Discuss message
