Purpose

A single universal role for the head of any business unit. The set of powers is structurally identical across units (unit P&L, approval of write-offs and capital expenditure above threshold, staffing decisions); only the data scope differs, and the scope is an attribute of the assignment (company_id on it.role.assignment), not of the role.
