IT PPM Dashboard

Purpose

All compute methods and action helpers now filter by company. Previously every search() and search_count() in ppm_dashboard.py and ppm_dashboard_actions.py was using an empty domain — so a user logged into company A saw aggregated KPIs, RAG mix, orphan counts, budget totals, risk and resource statistics from ALL companies in the database, including company B/C/D. Cross-company data leakage was real, not theoretical.
