IT PPM: Cross-Company Scope for Project Responsibility

Let a project/program/portfolio manager (or task assignee) read their own PPM records — and the parent program/portfolio and the company record those projects belong to — across companies, WITHOUT granting company membership. Appointing a manager on a single project grants exactly that project, nothing else.

Purpose

Problem The global multi-company record rules on ``project.project`` / ``project.task`` and the PPM container rules on ``project.program`` / ``project.portfolio`` restrict reads to ``company_id in company_ids`` (the companies selected in the switcher / the user's allowed companies). Because those rules are ``global=True`` they are AND-ed for everyone and cannot be loosened with an additive group rule
